Reservation, Who Need’s?Reservation has been the latest buzzing word, which is running high with emotions in all-Indian minds. Rather than arguing harsh whether is it the need of the time to implement I would rather like to analyze issues about reservation morally. I was taught that India is a country of “Unity in Diversity”. The worst part I learned by myself is all politicians kept the people totally differentiated on the basis of caste, religion, and language rather than diversified, all for the sake of vote bank. If someone asks me “Is reservation needed in education?” My point Blanc answer would be yes, but on what basis and where differs!

Yes it is an undeniable fact that in the past, the so-called backward caste people have been denied rights in all aspects. But the situation has quiet improved a lot now, that the so-called backward people in the urban area are equally competitive and have the same knowledge possessed by any other. When rest of the world doesn’t have any education system we had the perfectly organized Nalanda University. Thinking the situation now I was ashamed because of these petty politicians. The real question is who need the reservation and where. Look into to the rural world where irrespective of caste the people are still denied the basic quality education.

In the Urban area, metro and cosmos the politicians claim they have improved the quality of education in the Government school. But none of the politician’s child is a student of those corporation schools. All their childrens are one among the high-end quality convent school where the fees is as equivalent to today’s IIM pass out monthly salary. Those politicians, who raised this reservation issue, are they ready to under go a by-pass surgery from a doctor who has just passed his degree under managenent quota so that he can put the four words M.B.B.S after his name, irrespective of caste. No they wont, rather they will go to some doctor who is well qualified in US and other places. The reason, they have got enough money to get the quality thing not only in Education, in everything. Isn’t it ridiculous?

According to 2001 census, out of India’s population of 1,028,737,436 the Scheduled caste comprises 166,635,700 and Scheduled Tribe 84,326,240, which is 16.2% and 8.2% respectively. There is no data on OBCs in the census. However, according to National Sample Survey’s 1999-2000 round around 36 per cent of the country’s population is defined as belonging to the Other Backward Classes (OBC). The proportion falls to 32 per cent on excluding Muslim OBCs. Considering this on the whole who is the real minority???

In IIT quota of 22.5 % is reserved for the SC/ST students. But actually lot of seats in reserve category remains vacant & actual figure of students are nearly 7% SC & 3.5% ST. The unfilled reserve seats are not filled by general category students. The minimum marks criteria are relaxed for reserved seats. Candidates not meeting this cutoff are offered admission to a one year preparatory course. They don’t have to give IIT-JEE again after this course while they come at level playing field after 1 year of preparatory course.

No such provisions are available for poor so-called upper caste students. The politicians who are selected by us to form the Government allowed private colleges to open up like cow sheds. Then how come there will be quality education? And for private colleges education is just business, those who have got money, irrespective of caste he belongs get admission under management quota. Can’t be all the colleges have the standards of IIT’s and NIT’s???

All children’s, when born are not Genius. Education makes a big difference. Why can’t we provide all of them with same quality? Do you think a child in the rural area primary school get the same quality of education as that of a child in the metro convent school. Why this difference? Imagine how many bright children’s who are denied the quality education just for the reason they cannot afford it. Providing reservation at higher education for a particular caste or section of people makes them lazier and dumb, it’s rather an indirect way to keep them suppressed.Ok lets stop complaing and lets start thinking what can be done to improve the situation? I would sujjest the following two thigs.

Increase the number of higher education institutes. For example, seven good engineering institutes for a country of one thousand million, planning to become an economic and political power in the world is not substantial at all.People who are tax payers or children of tax payers should not be eligible for reservation. This is will ensure that benefits reach poorest of the poor irrespective of caste and India will achieve social justice.


Current reservation proposals only seem attractive to many people who support it but it is of no use to millions of people who are leading a very pathetic life in India, irrespective of caste. Right approach would be to provide them proper primary education, to prevent their drop out from schools and making them “natural competitors” and to give scholarships at the higher levels rather than forcing 50% reservation.

My dad always say “The one and only reason why we came all the way to chennai leaving the hometown is to give you people good education. And with that one thing you can get what ever you want.” He made sure that I get the quality education in spite of his financial status and I utilized it well to my knowledge. This is just a piece of thought from my mind.

The arugments sound great in context to Urban India. But we need some devise to NOT_TO_IGNORE rural India who cannot come to urban chennai to get the education.

I appreciate your concern and comments. Just want to add that if you implement a law stating non-tax payer are eligible for reservation, the volume of people is going to be hugh. In india not much comes under organised section and to be specific tax payers. Even if they are suppose to be paying tax, they evade it by some malpractice. I would suggest provide reservation based on family income. We already have the data for this from the ration card. Currently PDS differentiate people according to their family income and give different color ration cards. If we use this existing data and gives reservation for the poorest income class, yes that would be not 100% success but atleast 70%-80% success.

and as u said i think help shud start for any student at root level..instead of these politicians haggling over rights for college entry.y not reserve seats in gud private high skools for students who do well????
lets not say ‘reserve’ might be allocate rural seats for students at gud skools..if they cant improve gov education ..
urs is a excellent argument..distinction shud be economical basis

if there’s a need for reservation it shud b on a rural urban basis and not even economic.. wat is more baffling than the unequality of the rich or the caste system is the kinda exposure students get in the remote places. and im talkin abt real remote not places on the outskirts of chennai!

Excellent Arun.. More or less precisely whats been running in many of our minds.. I think improving primary/secondary education is THE best solution(especially in rural areas, there is a need to improve quality).. However.. what makes it frustrating is that inspite of being in a democracy (the biggest one), we still seem to have no say in issues - neither does anyone bother about it, nor are we ready to do something to change the system in a big way..

wow.. reading this almost a year after it was scribed, but still seems so relevant..

here is my take on reservation, do it if u like, but not at the crucial degree level, compel the so called good schools to open up in rural areas, give them tax incentives, bring the downtrodden to a level of competition when coming to college.

we need a better filter to arrive at the beneficiaries of reservation, may be one generation , may be income (as that would be figured out by IT).

publish a white paper on the benefits of reservation.

Did you know there is tax exemption in the case of a member of a Scheduled Tribe as defined in clause (25) of article 366 of the Constitution, residing in any area specified in Part I or Part II of the Table appended to paragraph 20 of the Sixth Schedule to the Constitution or in the States of Arunachal Pradesh, Manipur, Mizoram, Nagaland and Tripura or in the areas covered by notification No. TAD/R/35/50/109, dated the 23rd February, 1951, issued by the Governor of Assam under the proviso to sub-paragraph (3) of the said paragraph 20 [as it stood immediately before the commencement of the North-Eastern Areas (Reorganisation) Act, 1971 (18 of 1971)], or in the Ladakh region of the State of Jammu and Kashmir any income which accrues or arises to him,-

(a) from any source in the areas or States aforesaid, or

(b) by way of dividend or interest on securities;

An IPS Officer of general caste from the Manipur-Tripura cadre has to pay his whole salary in the month of March, while his colleagues and subordinates who are STs don’t have to pay any income tax. Neither will his son have to pay, nor his son’s son or his son’s son son. And his daughter as well if she clever enough not to marry a general caste.

They talk of equality in the vaguest terms. It’s time someone amended the laws and the benchmarks (this one dates back to 1951!) but no one will risk losing the vote-bank. The poorer are only becoming poorer. I’ve seen scheduled tribes in the interiors of the aforementioned states. Their conditions are abysmal.
How can IT exemption help those who have no income at all?
The focus should not be on the socially backward, which is an obsolete term in modern India, but on the financially backward. And that well encompasses the poorer upper class as well.

Every general candidate at the declaration of the IIT/NIT entrance results must have wished - at least for once to have been an ST/SC to ensure better scope. Now, that’s a by-product of caste-bias. If this goes on, we’ll soon need something for the “upliftment” of the general candidate. This is one major contributing factor for mass exodus of Indian students to foreign countries for higher education. At least they don’t bother to ask in a GRE or GMAT paper whether you are a General/SC/ ST/OBC candidate and the opportunities are merely based on caliber and preparation which SHOULD BE the only criteria.
